Instead, members should ask themselves why they haven't collectively addressed police accountability issues.  The council has the ability to vote on resolutions, form committees or commission studies, yet nothing has taken place to resolve issues that surfaced through a scandal now more than 8 months old. -Richard Rivera</description>
